According to Xinhua news agency, the European Commission recently announced the draft of the European climate law, and decided to make it clear in the form of legislation that the political goal of "carbon neutralization" would be achieved by 2050, that is, to reduce the net greenhouse gas emissions to zero by 2050.

According to the draft European climate law, all EU agencies and member states take necessary measures to achieve the above goals. The draft also sets out what measures to take to assess results and a road map to achieve the 2050 goals step by step. For example, the European Commission will develop a "2030 greenhouse gas reduction target" and will map the EU's greenhouse gas reduction trajectory between 2030 and 2050 to assess progress. Starting from September 2023, the sustainability of measures taken by the EU and its member states should be assessed every five years against the targets.

The draft also stipulates that the European Commission has the right to make recommendations to member states whose actions are inconsistent with the "carbon neutral" goal, and that each member state has the obligation to listen to and implement these recommendations carefully, if not, it needs to give reasons.

In December last year, the new European Commission announced the "European Green agreement" and proposed to take the lead in realizing the political commitment of "carbon neutrality" by 2050.

Feng delaine, chairman of the European Commission, said that putting political commitment into legislation and moving towards a sustainable future is the core of the European Green agreement, which can point out the direction of green growth strategy. "We will put our slogan into action and show the European people that we are serious about achieving zero greenhouse gas emissions by 2050," said Frans Timmermans, executive vice president of the European Commission responsible for the European Green agreement

According to the EU legislative procedure, the European Commission proposes the draft legislation, but it needs to be approved by the European Parliament and the Council in order to truly become a law.
