Probe into the false and the real with the help of general survey

In recent years, Hangzhou has made remarkable achievements in air pollution control. However, with the deepening of vehicle pollution prevention and control work and the promotion of urban construction, non road mobile machinery is becoming the focus of air pollution control in Hangzhou.

Non road mobile machinery refers to the mobile machinery equipped with engine and transportable industrial equipment. The common non road mobile machinery in life includes excavators, loaders, tractors, etc.

Along the way from the airport to Hangzhou City, construction sites and various construction machinery can be seen everywhere. "At present, Hangzhou is comprehensively carrying out the infrastructure construction related to the Asian Games. There are many ground breaking places in the city, and there are all kinds of non road mobile machinery on both sides of the road, which has a great impact on the air quality." The single machine pollution emission of non road mobile machinery is large. It is understood that the emissions of nitrogen oxides and particulates from a common construction machinery are 2 times and 15 times higher than those of the state-5 heavy-duty diesel vehicles, equivalent to the emissions of 200-400 five seat private cars.

In the face of the air pollution caused by non road mobile machinery, Hangzhou City, with the help of the second national pollution source survey, conducted a sampling survey on the basic situation of non road mobile machinery in Hangzhou.

Wang Lei, deputy director of the comprehensive planning department of Hangzhou Ecological Environment Bureau, said that Hangzhou officially incorporated the household sampling survey of non road mobile machinery into the second national pollution source survey in Hangzhou in 2018, which provided a policy basis for the investigation of non road mobile machinery.

In the process of investigation, through the self-developed "fine survey system of mobile machinery for two pollutants and non road use", Hangzhou collected basic information of more than 2800 machines selected by sampling, and tested the emission of some machines. Among them, 3 typical machines were also equipped with DPF system for treatment test.

Based on the results of the sampling survey conducted by the two pollution control centers, the results show that the non road mobile machinery in Hangzhou has the following characteristics: unclear base number of machinery, high mobility; many types, serious lack of information of old models; large differences in emissions, some of the governance effect is poor; machinery owners and users lack of awareness of the main responsibility, and lack of public awareness.

The declaration system is comprehensive

The results of the investigation on the non core machinery use in Hangzhou are reflected.

According to Chen Yun, deputy director of publicity and education information center of Hangzhou Ecological Environment Bureau, the declaration of non road mobile machinery includes the first information declaration and the use declaration of machinery. Among them, the machinery owner is required to log in to the non road mobile machinery information management platform for the first time information declaration, report the relevant basic information of the machinery, and accept the mechanical uniqueness check and initial emission inspection after the review of the local ecological and environmental department. The machinery passing the verification and verification will obtain the environmental protection number and the inspection certificate. The declaration of machinery use requires the user to select the machinery which has been reported and passed the inspection through the management platform before using the machine, and fill in the use information for declaration.

Since August 2019, Hangzhou has organized 33 application training sessions organized by relevant industry authorities, territories and users (individuals), with a total of more than 8000 people trained, realizing the full coverage of construction sites, industrial and mining enterprises, airports, ports and wharves and logistics parks.

Hangzhou gradually promotes the owner's active declaration through the form of "early service guidance, mid-term supervision and persuasion, and late enforcement". At present, 24000 sets of machinery have been declared and registered in the city. The competent authorities can accurately grasp the use and emission of machinery under 549 industrial names in the city.

Various policies promote refinement

"Hangzhou implements fine management of non road mobile machinery and strives to build a fine management system of non road mobile machinery from various aspects." Hangzhou Ecological Environment Bureau inspector Ma Weiguo said.

According to the reporter, Hangzhou also pays attention to the regional control and law enforcement inspection of non road mobile machinery. Hangzhou city has designated a no use zone for high emission machinery, and the machinery whose emission test results are above class II is allowed to enter the no use zone. The machinery that has not been declared, whose discharge is not up to the standard and whose use is not up to the standard shall be ordered to leave the site according to law.
